    Chad – Monitoring, Evaluation, Learning and Accountability (MEAL) Advisor

    This is a four-month assignment based in Ndjamena, involving travel to the field

    CONTEXT

    Oxfam-Québec is implementing the Voluntary Cooperation Programme (VCP) entitled ‘Equality in Action’ in close collaboration with Oxfam teams in the countries of intervention. This programme will run over an eight-year period (2020–2028) in around ten countries across Africa, the Middle East and Latin America.

    The VCP aims to enhance the performance of local partner organisations in the countries of intervention through the implementation of inclusive, innovative and sustainable initiatives that will advance gender equality. Oxfam’s role is to support civil society organisations (CSOs) working with the most vulnerable and marginalised people so that they can claim and exercise their rights. The knowledge, skills and expertise of qualified volunteers will be utilised through short- and long-term placements with local partner organisations.

    MAIN RESPONSIBILITIES

    Working closely with Oxfam team members in the country of operation, the adviser will be responsible for:

    Support the establishment of a data collection and analysis system for the PRESYS project and that of the partner Alerte Santé.

    • Support and participate in the monitoring of the PRESYS project’s baseline survey through the refocusing meeting phase and field data collection.
    • Provide technical support to Oxfam Chad’s national partners in establishing robust and autonomous monitoring mechanisms.
    • Support the Oxfam country office’s MEAL team and its partners in producing quarterly performance analyses to guide strategic decisions by the mission and donors.
    • Share and embody Oxfam’s commitment to a zero-tolerance policy for any behaviour contrary to the code of conduct, including harassment, sexual exploitation and abuse, intimidation, lack of integrity, corruption and fraud.
    • Contribute to development efforts in Canada during and after the assignment by helping to promote the programme, projects, partners, etc. through testimonials, personal stories, photos, quotes, etc.

    REQUIREMENTS

    • Canadian citizenship or permanent residency
    • Master’s degree in epidemiology, statistics, or any other relevant field (political science, social sciences, etc.).
    • At least three (03) years’ experience in supervising and/or implementing monitoring and evaluation activities with national or international non-governmental organisations (NGOs).
    • Proven skills in developing database proposals.
    • Good understanding of NGO funding mechanisms with significant experience in managing partnerships with national and international donors.
    • Experience in facilitating training workshops, in capacity building for partners, and in designing/adapting training tools in line with gender strategy
    • Experience in international development (an asset)
    • Proficiency in Microsoft Office tools (Word, Excel, PowerPoint, Outlook) and collaborative platforms (MS Teams, Zoom).
    • Fluency in French required; English an asset
