Description
Purpose:
The Outcomes Procurement Director provides expertise in public sector contracting, outcomes-based procurement, and health and human services partnerships. Support Human Biology® in securing outcome-linked contracts with local governments, health departments, and public agencies.
Responsibilities:
- Maintain knowledge of the organization and personal commitment to its goals and objectives.
- Lead the organization to Implementing strategies to secure outcome-based contracts with public health partners.
- Support the development of procurement-ready proposals that align the programming model with government priorities in areas of health, nutrition, wellness, and human services.
- Provide strategic guidance on RFP processes, vendor qualification, procurement pathways, and public sector contracting procedures.
- Identify and cultivate relationships with decision-makers, procurement officers, agency leaders, and outcome-payer stakeholders.
- Advise on supporting outcome verification, savings attribution, data reporting, and pay-for-results standards.
- Coordinate compliance, readiness, and outcome measurement expectations.
- Support alignment of the organization's intervention model with procurement opportunities.
- Participate in board meetings, committees, and governance activities as needed.

Reporting: The Outcomes Procurement Director reports to the Board Chair and to the Board of Trustees
Knowledge and Skills:
- Knowledge of the organization and personal commitment to its goals and objectives.
- Experience in government contracting, public procurement, public health, health and human services, or vendor relationships with public agencies.
- Familiarity with local government health departments, municipalities, state agencies, county systems, or public health procurement processes.
- Understanding of outcome-based contracting, pay-for-success models, results-based procurement, or government outcome-payer frameworks preferred.
- Ability to interpret RFPs, advise on vendor qualification, and support procurement strategy.
- Strong relationship-building, communication, and strategic advisory skills.
- Interest in helping scale Human Biology® public health interventions.
