Need help with Google Ad Grant Having 0 clicks and less than 20 impressions

I recently found out that Google did an Update to their ads again and destroyed the little traffic I was getting by marking an AI feature that picks the page they think is best. While I was getting nearly the entire amount spent, it was taking them to pages from 2024, so, useless. According to Google, I am at 100 percent optimized and have done everything right. But no clicks or impressions since I removed it's power to roam freely. I thought I indicated where it can roam, but maybe I didn't do it right? Can't tell, need help!

This is a certification service that we charge for to help us pay for the community service we do. Last Year alone we gave away over 10,000 hygiene items and over 50,000 food items. We help Veterans in Emergencies and are working on launching 2 new youth programs. We work hard in the community and this had recently taken a backseat and I didn't know why it was doing so badly.
