Maryland's 46th Legislative District covers South and Southeast Baltimore, from Cherry Hill and Westport through Federal Hill, Locust Point, Downtown, Fells Point, Canton, Highlandtown, Curtis Bay, and Brooklyn.

Bill Ferguson has represented the 46th Legislative District since 2011 and has served as President of the Maryland Senate since 2020. Before that, he taught in Baltimore City public schools.

As Senate President, he led the chamber as it navigated crises like the COVID-19 pandemic and collapse of the Key Bridge. Despite these challenges, the Senate of Maryland passed generational policy under his leadership, including the Blueprint for Maryland’s Future, the Climate Solutions Now Act, juvenile justice and police reform, the creation of a legalized cannabis industry, and a system for paid medical and family leave.
