    Description

    Position Title: Associate Director, Home and Community Supports

    Reports to: Director, Home and Community Supports

    FLSA Status: Non-Exempt

    Summary

    The Associate Director of Home and Community Supports provides high-level operational leadership to ensure the delivery of high-quality, person-centered services. This role focuses on the internal mechanics of the program: supervising direct support professionals (DSPs), ensuring regulatory compliance, and translating the Director’s strategic growth outcomes into actionable daily workflows. The Associate Director steps in for the Director in their absence and serves as a primary point of contact for complex clinical or operational issues.

    Key Responsibilities

    Operational Leadership & Quality Assurance

    • Daily Operations: Manages the internal "rhythm" of the program, ensuring staffing ratios are met and daily home and/or community-based activities align with Individual Support Plans (ISP).
    • Regulatory Oversight: Conducts internal audits of digital activity records, progress notes, and SETWorks documentation to ensure "audit-readiness" at all times.
    • Incident Management: Primary reviewer of all incident reports; ensures immediate health and safety measures are taken and coordinates with the Director and internal organizational Incident management point person on formal investigations, as required per regulatory compliance.
    • Clinical Integrity: Oversees the development of meaningful, developmentally appropriate program plans and corresponding community-based activities.

    Staff Development & Management

    • Supervision: Directly supervises DSPs, providing coaching and professional development.
    • Scheduling & Labor Costs: Oversees the master schedule to minimize overtime while ensuring full coverage for program participants and adequate hours for PT/FT staff.
    • Training: Leads the onboarding and orientation of new Direct Support Professionals (DSPs) and ensures all staff maintain active CPR/First Aid and Medication Administration certifications in alignment with regulator compliance and best practices.
    • Performance Culture: Implements the agency’s performance management system, addressing personnel issues proactively to maintain high morale and retention.

    Compliance & Administration

    • ISP Coordination: Oversees the team’s participation in ISP meetings, ensuring that all documentation is accurate, submitted on time, and reflected in actual service delivery.
    • Fiscal Support: Monitors program spending at the site or unit level; assists the Director in identifying waste and optimizing resource allocation.
    • Reporting: Aggregates data for monthly, quarterly, and annual reports for internal leadership and external funders.

    Stakeholder Engagement

    • Family Liaison: Serves as a primary point of escalation for families and Support Coordinators regarding specific participant concerns.
    • Community Integration: Coordinates the practical logistics of community partnerships, ensuring participants have consistent access to recreation, employment, and cultural opportunities.

    Qualifications

    • Education: Bachelor’s degree in Human Services, Social Work, or a related field (Required).
    • Experience: At least 3–4 years of experience in direct service, with at least 2 years in a supervisory or assistant management role.
    • Technical Skills: Proficiency in SETWorks (or similar EHR/Billing software) and Google Workspace Proficiency.
    • Regulatory Knowledge: Strong working knowledge of PA Office of Developmental Programs regulatory requirements for home and community-based services (preferred).
    • Soft Skills: Exceptional "troubleshooting" skills; ability to remain calm under pressure; strong written communication for report writing and documentation.
    • Requirements: Valid driver’s license, clear criminal/child abuse clearances, and ability to participate in an on-call rotation.

    Physical Environment/Working Conditions

    Routine office environment. Frequent independent travel. While performing this job, the employee may be exposed to outside weather conditions when in the community with individuals.     Benefits

    This is a Full-time, 40 hours per week, benefits eligible position. This position is full-time and

    you will receive a starting wage of $22.00 per hour, subject to deductions for taxes and other

    required withholdings. The schedule is Monday-Friday 8:00am-4:00pm. All new employees are

    subject to a 90-day introductory period. Upon completion of your first 90 days of employment,

    your supervisor will provide you with an Introductory Review. Your compensation is inclusive of

    the offering of the following benefits starting the first of the month following 60 days of full

    time employment.

    • Personal- 3 days annually
    • Sick -8 days are accrued annually
    • Vacation- 10 days per year for the first three (3) years of employment
    • 15 days per year during the 4th and 5th years of employment
    • 20 days during the 6th year and each year thereafter

    Vacation time begins to accrue from the first of the month, the month after the employee is

    hired. An employee must successfully complete the entire introductory period before vacation

    time may be taken. Vacation time is calculated on a “benefit year”- the 12-month period that

    begins when the employee starts to earn time.

    • 10 Paid Holidays- Thanksgiving, Day after Thanksgiving, Christmas Eve/Winter Holiday

    #1, Christmas Day/Winter Holiday#2, New Year’s Day, Martin Luther King’s Birthday, President’s Day,

    Memorial Day, July 4th and Labor Day.

    Level of Language Proficiency

    Must be able to read and write English proficiently.
