Position Summary
The Program Officer supports the Senior Program Director in the effective implementation, oversight, and compliance of workforce training, employer engagement, and job placement initiatives serving low- and moderate-income (LMI) beneficiaries. This role works closely with subrecipients, training providers, employers, industry partners, and internal teams to facilitate and promote compliance, coordinated service delivery, and strong employment outcomes aligned with employer-driven and sector-based strategies. The Program Officer provides technical assistance, monitors performance, supports participant referral and placement mechanisms, and contributes to continuous program improvement through data analysis, reporting, and documentation.
Essential Duties and Responsibilities:
- Support the Senior Program Director in overseeing subrecipient compliance requirements, coordination efforts, and operational interconnections across workforce training and job placement activities within the Recompete program.
- Assist in the management and administration of workforce development and job placement contracts, ensuring adherence to contractual terms, program guidelines, and applicable local, state, and federal regulations.
- Coordinate the implementation of participant intake, referral, training, and job placement mechanisms, ensuring timely, accurate, and equitable access for LMI beneficiaries.
- Provide technical assistance and guidance to training providers, workforce partners, and employers to strengthen compliance, service quality, and employment outcomes.
- Facilitate employer engagement activities, including partnerships with businesses, industry associations, and workforce intermediaries, to support work-based learning, internships, on-the-job training, and direct job placement opportunities for LMI participants.
- Monitor program progress and follow up on implementation plans to ensure training activities, credentials, and job placements are delivered on time, within scope, and in accordance with quality standards.
- Review, analyze, and assess programmatic and performance reports, including enrollment, completion, credential attainment, and job placement metrics; provide written feedback, identify risks or gaps, and recommend corrective actions or improvements.
- Drive continuous program improvements by identifying operational bottlenecks through data analysis and supporting the implementation and compliance of Performance Improvement Plans to mitigate risks.
- Collaborate with internal teams (e.g., finance, compliance, data, and operations) to support strategic workforce implementation, employer engagement, and continuous improvement initiatives.
- Responsible for program documentation and supporting the Sr. Program Director in all reporting efforts (board of directors, executives, stakeholders, EDA).
- Will collaborate with any knowledge-sharing efforts, including internal briefs, workforce dashboards, summaries, tools, and best practices across workforce development initiatives.

Level of Language Proficiency
Education / Credentials
- Bachelor’s degree in Adult Education, Social Work, Policy, Business Administration, Human Resources or related fields required.
- Master’s degree in a related field preferred.
Experience
- 2–5 years of progressively responsible experience in program management, workforce development, grants administration, contracts management, or employment and training programs.
- Experience working with training providers, engaging employers, or workforce intermediaries in a compliance-driven or grant-funded environment preferred.
- Familiarity with job training models, credentialing programs, career pathways, Workforce Innovation and Opportunity Act (WIOA), or job placement services is highly desirable.
Knowledge and Skills
- Working knowledge of compliance requirements, program monitoring practices, and performance management in publicly funded or nonprofit workforce programs.
- Strong analytical skills with the ability to review performance data, identify trends and risks, and make actionable recommendations to improve employment outcomes.
- Excellent written and verbal communication skills, including the ability to provide clear guidance and constructive feedback to subrecipients and partners.
- Demonstrates respectful, empathetic, and professional communication in all interactions with participants, employers, and colleagues.
- Engages with solidarity and genuine concern for participants' circumstances, fostering trust and rapport while maintaining appropriate professional boundaries within the scope of the role.

- Strong organizational and time-management skills, with the ability to manage multiple priorities and deadlines.
- Proficiency in Microsoft Office or similar productivity tools; experience with workforce data systems or performance reporting platforms preferred.

Additional Requirements
- Bilingual (English/Spanish) proficiency.
- Knowledge and experience with Federal Grants and 2 CFR 200 strongly preferred.
