safety, and a place to call home. What began as a small effort to support neighbors in crisis has grown
into a citywide nonprofit providing housing stability and supportive services across all five boroughs.
YOUR PURPOSE IN CREATING SOLUTIONS
The Site Director provides strategic and operational leadership for homeless services programs, ensuring
high-quality, compliant, and client-centered services. This role includes programmatic oversight and
accountability of the Social Services team, including Case Managers, Housing Specialists, and Clinical
and Operations staff. Additionally, the Site Director oversees daily site operations and compliance with
state and local regulations, as well as agency policies, while collaborating with senior leadership, internal
agency departments, and community partners to maximize occupancy, maintain staffing effectiveness,
and achieve positive outcomes for individuals and families experiencing homelessness.
HOW YOU’LL DRIVE SOLUTIONS
- Provides overall leadership and supervision for all site staff, including social services,
administrative, clinical, and operations teams, ensuring effective service delivery and adherence
to agency standards.
- Oversees recruitment, hiring, training, and professional development of staff, including
conducting regular supervision and performance evaluations.
- Ensures compliance with all applicable regulations, including DHS rules, NYS OTDA Part 900,
and HSNY policies, as well as fire, safety, and health standards.
- Monitors and maintains program operations, including bed utilization, unit vacancies, and
occupancy rates, ensuring timely filling of apartments and optimal service delivery.
- Develops, implements, and maintains site-level policies and procedures to ensure consistent and
effective program management.
- Oversees documentation, data entry, and reporting in DHS CARES, HERO, and other relevant
systems to support mandated reporting requirements and audits.
- Prepares for and participates in audits, ensuring programs remain in compliance with funder
requirements and agency guidelines.
- Serves as the primary point of contact for emergencies, maintaining 24/7 on-call availability or
coordinating shared coverage with the Director of Social Service.
- Leads efforts to enhance service delivery, staffing efficiency, and program quality within
budgetary constraints.
- Fosters agency collaborations, building partnerships with community providers, civic leaders, law
enforcement, and other stakeholders.
- Represents the agency at city and statewide coalitions, task forces, and community meetings to
strengthen advocacy and collaborative initiatives.
- Oversees data collection and analysis related to client demographics, social determinants, and
program outcomes to inform decision-making and reporting.
- Mediates conflicts among staff or between staff and residents, maintaining a positive and safe
program environment.
- Supports the Director of Social Service in programmatic leadership and assumes all duties in their
absence.
- Ensures staff receive ongoing training in risk assessment, case management strategies,
motivational interviewing, and child abuse/neglect reporting.
- Maintains open communication with supervisors and the Executive team regarding site
operations, issues, and opportunities for improvement.
- Oversees facility operations, ensuring maintenance, safety, and coordination with operations staff.
- Performs other duties as assigned by the Senior Director and/or Chief Program Officer.
QUALIFICATIONS BEHIND THE SOLUTIONS
- Master’s degree in Social Work, Psychology, Human Services, Public Administration, or a
related field, with licensure preferred where applicable.
- Minimum of 5–7 years of progressively responsible experience in social services, including
leadership or supervisory roles in homeless services, housing programs, or related human
services. Demonstrated experience in program oversight, including direct supervision of
management staff. Proven ability to manage program operations, including budgeting, staffing,
compliance, and performance monitoring, and experience leading interdisciplinary teams.
KNOWLEDGE, SKILLS, COMPETENCIES
- Strong knowledge of federal, state, and local regulations, including DHS and NYS OTDA, as
well as agency policies and procedures. Strong leadership, staff development, and conflict
resolution skills are essential, along with the ability to analyze data and prepare reports for
internal and external stakeholders, including funders and regulatory agencies. Excellent written
and verbal communication skills in English are required, and proficiency in Spanish (written and
spoken) is highly desirable
