The Network Theory Applied Research Institute is nonprofit research and developing open-source software supporting communities. We also support the development of municipal data networks as an alternative to data centers (server farms).
NTARI was formed in 2023 by Jodson and Grace Graves with the goal of improving the internet. We published our whitepapers Addressing Democratic Information Velocity, the Internet as a Public Utility and the Municipal Counter Automation Strategy in 2025. Our goal today is to help cities establish community-owned mesh networks, develop community coordination software, and thrive in the age of the internet.
